if student choices were based on quality and cost rather than
institutional reputation, if equity could be preserved, if institutions
did co-operate in important disciplines of low demand, if deregulation
were not stifled by a cumbersome set of new procedures, if the
VET sector's mission were not compromised, and so on, then the
outcomes from tertiary education, for individual's and the nation
would be improved...The current system is not completely broken
so it doesn't need to be completely rebuilt, but there's no doubt
that it can be substantially improved.")
