Hello to everyone,
Thank you all for your interest in our MathSciNet consortia pricing. Enclosed is a detailed quote for both Australia and New Zealand. I have given combined pricing as well as individual site and country pricing. I'd like to use this letter as a way of explaining the quote and providing you with more detailed information on our consortia pricing.
MSN Consortia pricing is based on maintaining Data Access Fee (DAF)revenue while increasing the availability of MSN to more schools at cost-effective pricing. The consortium DAF represents the total of the existing DAF holders in the group. As you can see from the quote there are 21 DAF holders in Australia and 6 in New Zealand. If all of the sites now currently subscribing to MR (in any of its formats) were to continue their subscriptions in 2000, they would remit the same grand total DAF amount that you see on the quote. No DAF is required for the new subscribers in a consortium. We do not dictate how a consortium divides this DAF, but we do encourage the consortium to collect most of the consortium DAF from the previous DAF holders. While this does put more of a burden on the DAF holders, they will still pay less for their subscriptions by joining a consortium.
Consortia MSN fees are based on Mathematical Activity (MA) which is the number of papers reviewed in MR in a three-year period. The formula is MA x $20 + $250 with a minimum fee of $250 per site and a maximum of $1000. This compares well with the single subscriber price for 2000 of $1775. You will notice some even lower fees for MSN in the quote. These are multi-campus groups. If a university has satellite campuses we drop the minimum fee to $125. You'll also note that in the Monash multi-campus group, we haven't charged anything for the really small satellites of Berwick, Parkville and Malaysia. This is where I will rely on the consortium rather heavily for assistance. You know best what campuses should be considered as satellites or true universities. When determining which way to price, I always ask if the second campus is a duplicate of the main one (degree granting math dept with full faculty etc) or whether it's just an offshoot campus specifically for one discipline with limited faculty and teaching staff. Again, you will be the best judges of these situations.
According to my rough calculations, the previous DAF holders in Australia could save over $15,000 on MSN fees alone and in New Zealand another $3,000 can be saved. These amounts don't include the savings to the new subscribers on both MSN and the DAF, but I think you can predict that the amounts will be quite significant. Single subscribers to the database in 2000 will pay a total of $7,624. No member of a consortium will ever pay more than $6,849 for access to MSN and could pay as little as $125.
You will also notice the $625 ** prices in the table. These are sites that currently subscribe to MathSci Disc and are entitled to the combination subscriber price of $625 or their MA calculated fee, whichever is lower.
All consortia members are entitled to purchase the paper product under the consortium DAF, but it is not necessary that they keep the print subscription.
Early access is given to all new subscribers in a consortium. Access can begin as soon as an agreement is reached between the AMS and the consortium.
We offer free trialsof the database for those who are considering forming or joining a consortium. If any of your sites are interested in this option, please send me the name(s) and IP addresses and we'll activate their trials while everyone is considering the proposal.
The consortium license agreement and the exhibit A form can be found
on our website at

The quote I've provided is not meant to be an all-encompassing list of every institution in Australia and New Zealand, but I hope it's a good indication of our pricing and its benefits to both large and small institutions. I've also tried to give you an idea of the sites with MA who could take advantage of consortium pricing. Once you have a list of sites that are interested in subscribing in a consortium, we'll revisit the quote and revise it to reflect the actual participants.
Please let me know if you have any questions. I look forward to hearing from you.
Sincerely,
Lori Sprague, Publications Administrator

Total cost for consortium = $157,203
Total number of institutions = 26 (including 4 proposed new subscribers)
Total MA = 3939
*Formula 1: Each member pays its total MSN fee + its share of
the DAF, in which n x a = m x b
(where n= number of new subscribers, a= flat DAF fee for new subscribers,
m= number of current subscribers, b= reduction in DAF cost redirected from
the new subscribers)
ie n=4, a=$1,500 (proposed); m=22; b=6,000/22 = $270
This is the formula which I am proposing. The details are spelled
out in the attached table (final
column, add a or subtract b).
Formula 2: 50% equal + 50% proportional to MA (ie 3025 + ma/3939)
eg
Monash pays 3025+196/3939*78,602 = 6955 (approx), ANU pays 3025+534/3939*78,602
= 13,732 (approx)
(not proposed because current subscribers could end up with a higher
fee than if they subscribed alone)
Formula 3: Proportional to MSN (not proposed for the same reason as 2, with even greater consequences for some current subscribers)
It goes without saying that not everyone can get the "best price" but this needs to be something that everyone can live with, better for current subscribers, reasonable entry for the new subscribers.
Please let me know if you cannot live with this proposal, and/or if you have another suggestion. By Monday 20 December please.
p.s. I shall work out the invoicing later with Lori Sprague, based on who has already paid some or all of their 2000 costs, and where rebates may be in order.
