I was to convene a working party to work with CAL and HREOC to explore a database of digitally accessible course materials. I was to work with representatives from Sydney, Victoria and Flinders Universities. In the first instance, I spoke to Paul Stubings of the AVCC, to see how we should proceed with this, given the AVCC's support for the CAL initiative of a "catalogue of accessible resources". This catalogue is compiled from submissions from all Australian universities who register that they have made an accessible version of a copyright work under the provisions of the appropriate legislation. While this is not a database of the digitally accessible masters, it does make possible the sharing of these resources as libraries can check the CAL catalogue and approach the holding university. Paul indicated that the AVCC would prefer us to support the CAL initiative at this time, rather than to investigate the creation of a different database of masters. Therefore, as conveyed to you at the time I spoke with Paul, I recommend that CAUL does not establish the working party at this time. We should monitor the situation and reassess our position if demand for accessible masters increases or the CAL service is not considered appropriate.
