• Plain ASCII text file
• The file may contain only digits, spaces, tabs, periods, carriage returns and line feeds (ie, no words)
• One year per line (ie record)
• Any number of lines
• Five (5) tab-delimited fields per line
• Fields contain only digits and periods <.>
• Required fields in order from left to right:
  1. Year (4 digits)
  2. Fill rate (expressed in percentage to 2 decimal places)
  3. Mean Turn around normal (in days with decimals optional)
  4. Mean Turn around fastrack (in days with decimals optional)
  5. Mean Turn around any other (in days with decimals optional)
